After Penman Engineering protested Ovik Solution's contract to manufacture the Pangolin ALR Mark IV, they were also allowed to build their own (very similar) version, the Penman ALV Mark IV.  The Penman ALR (referred to as the "“Public Order Land Rover" by Penman) was built concurrently with the Ovik "Pangi" B2 vehicles and is another replacement to the "Tangi" Armored Patrol Vehicle. The Penman ALR also came a few years after the limited production Hobson Ranger (Thetis) ALV; the 2 "prototypes" still being in service.  The 30 production vehicles (like the Pangi) are also supposedly based upon a highly advanced derivative of the Land Rover 110 PUMA chassis.
