The Jaguar Engin Blindé de Reconnaissance et de Combat -EBRC (Armored Reconnaissance & Combat Vehicle) is one of three (3) wheeled vehicles selected by the French Scorpion Program (Synergie du contact renforcée par la polyvalence et l'infovalorisation).  Scorpion was created to replace or upgrade all of the French Army's (Armee de Terre) frontline combat vehicles around the same time. The Jaguar was selected to replace the AMX 10RCR Tank Destroyers, ERC 90 F4 Sagaie Armored Cars and VAB VCAC "Mephisto" Anti-Tank Vehicles starting in 2020.

The other vehicles selected by the Scorpion program are the Griffon VBMR (Multi-Role Armored Vehicle) and Serval VBMR-L (Light Multi-Role Armored Vehicle).  One goal of the program was to select vehicles that shared common parts and assemblies to ease support and maintenance.  For instance, the Jaguar shares 70% of parts with the Griffon VMBR.  In addition, the Belgian Army also selected the Jaguar to replace their Dingo 2, Pandur 1, Piranha IIIC vehicles by 2025.
